ISSA Clean Standards: Understanding the 5-Level Appearance Scale

When a cleaning company says they'll deliver 'high-quality cleaning,' what does that actually mean? Without an objective standard, quality is purely subjective — and subjective quality leads to disputes. ISSA, the worldwide cleaning industry association, developed the Clean Standard to solve this problem. Level 1: Orderly Tidiness

Level 1 is the minimum acceptable standard for occupied commercial spaces. At this level, surfaces are free of visible litter and debris, trash receptacles are not overflowing, restrooms have supplies and are generally clean, floors are swept and clear of debris, and there are no obvious health or safety hazards. However, you may notice dust on surfaces if you look closely, floors may lack luster, and detail cleaning is minimal. Level 1 is appropriate for warehouse spaces, back-of-house areas, storage rooms, and utility areas where appearance standards are secondary to functionality.

Level 2: Ordinary Tidiness

Level 2 is the most commonly specified standard in commercial cleaning contracts and represents what most people consider 'normal' office cleanliness. At this level, all Level 1 standards are met, plus surfaces are dusted and generally free of visible marks, floors are clean and may show some wear but are maintained, restrooms are thoroughly cleaned and sanitized, and furniture and fixtures are wiped and maintained. Minor imperfections may be visible — slight dust accumulation on high ledges, some floor wear patterns, occasional streaking on glass. Level 2 is appropriate for most general commercial offices, educational facilities, and government buildings.

Level 3: Casual Inattention

Level 3 — despite its name — actually represents above-average cleanliness. The name refers to the fact that a casual observer wouldn't notice any cleaning deficiencies. At this level, surfaces are dust-free including ledges, vents, and light fixtures, floors are clean and show good finish, glass surfaces are streak-free, restrooms are impeccable, and the overall impression is one of thorough, professional maintenance. This standard requires more frequent detail cleaning and higher quality products. Level 3 is appropriate for executive offices, reception areas, courthouses, medical waiting rooms, and any public-facing space where first impressions matter.

Level 4: Light Scrutiny

Level 4 withstands deliberate inspection. A person actively looking for cleaning deficiencies will struggle to find them. All surfaces pass white-glove testing, floor finishes are bright and well-maintained with no visible scuffs or marks, every fixture, vent, and surface is meticulously maintained, and the facility has a noticeable 'just cleaned' quality at all times. Level 4 requires significantly more labor hours per square foot and is appropriate for healthcare patient areas, high-end corporate environments, showrooms, and facilities where hygiene standards are paramount. Most medical office cleaning should target Level 4 for patient care areas.

Level 5: Immaculate

Level 5 represents the highest achievable cleaning standard — essentially cleanroom-adjacent conditions. Every surface is flawless upon close examination, floors have a mirror-like finish, dust and microorganisms are controlled to measurable standards, and the environment passes scientific testing (ATP bioluminescence, particle counts). Level 5 is only necessary for pharmaceutical manufacturing, semiconductor fabrication, surgical suites, and similar controlled environments. It requires specialized equipment, HEPA filtration, and significantly higher cost per square foot.

Cost Implications by Level

Each appearance level increase adds approximately 15-25% more labor cost per square foot. Using Level 2 as a baseline at $0.08/sq ft for a standard office, Level 1 would cost approximately $0.05-$0.06/sq ft (25-35% less), Level 3 approximately $0.10-$0.12/sq ft (25-50% more), Level 4 approximately $0.15-$0.20/sq ft (roughly double), and Level 5 $0.30+ per square foot. The key is matching the appropriate level to each area of your facility rather than specifying a single level throughout.
